As of December 98, a line of credit agreement is signed between the Republic of Cameroon and the French Development Agency (AFD) for 2.25 billion CFA francs to 656 million as grant from the European Union. The purpose of this agreement is to fund the creation of a financial institution specializing in financing small enterprises (VSE). The project took shape in February 1999 by the signing of the contract operator between the Cameroonian government and Mr. Nicolas Rofe, president of ACEP Development. The project aims to:

  • Establish an effective and profitable medium-term funding of the TPE in urban areas of Yaounde and Douala
  • Make this device in a private financial institution specializing in the financing of TPE in urban Cameroon

The project came under the label "ACEP Cameroon" and will be referred to as "Project financing small enterprises in urban areas." Its duration is 42 months and it will help distribute nearly 5,000 credits TPE at a total estimated at nearly 3.7 billion CFA francs.

The granting of credit was first held in December 1999. The project covers the city of Douala in June 2000. The breakeven of the project is reached at 33 th month.

The transformation into an independent financial institution called CAPE Cameroon SA operates 16 September 2005 with the entry in the capital of local and foreign shareholders.
